Job Description

Responsible for major project leadership and alignment activities in the ME region in support of the GM Middle East Projects (Operated). Follow-through with an assignment (circa 3 years) to one of the projects in, or supported by, the ME Projects (Operated) portfolio. Typically the follow-on role would be to manage one or more sub-projects in a Project portfolio of circa USD 1-billion in the Projects & Technology business, leading Shell and contractor teams for own project(s) while maintaining strong focus on HSSEQ, cost efficiency and predictable delivery.

Main Accountabilities as Projects Coordinator ME (Operated):

– P&T functional influence into JVs (initially Bab and BGC).
– Activities to promote and establish a PT Projects community in the Middle East in collaboration with GM Middle East Downstream.
– Deployment (and improvement) of standardised project management practices in to the portfolio of Middle East Projects.
– Project engineering and execution planning support to pre-DG3 emerging opportunities in ME not covered elsewhere in the organisation.
– Capture and share learning’s and best practices (including HSSE) across project portfolio in Region and Operated projects in general.
– Champion of a nominated PTP Operated Projects Theme.
– Coordination of activities to facilitate and support PTP input to the ‘Bangalore Growth Agenda’.
– Support to PTP Operated Projects Leadership Team activities and meetings.
– Coordination of Pre-DG-3 projects being matured in the Bangalore DO.
– Functional support to post-DG3 ME JV delivery, projects HSE performance, cost, schedule and technical integrity.
– ME JV resourcing support (including organisation design and improvement).
– Deputise for the GM in PT Operated Projects representation on VDAB, DRBs, CoEs, Tender Board’s and other project committees.
– Facilitation of project engineering and execution planning support to pre-DG3 projects.
– P&T input and perspective to country strategies and plans, including the business plans.
– Coordination support with other parts of PT (e.g. PTU, PTE, PTW).
– Functional support to Shell secondees in the JV.
– Career development of project engineering staff in region.
– Support to the GM driving the agenda for ME talent under the umbrella of the ‘ME Talent Council’.
– Representation at internal & external conferences and events in the Region (e.g. ADIPEC).

Typical accountabilities as a Project Lead/Manager in one or more projects:

– Visible and felt HSSEQ leadership within own area of responsibility.
– Ensure scope is executed as per Shell standards and agreed strategies, plans, budgets and schedules. Compliant with the ‘8 Project Principles’.
– Accountable for HSE leadership to ensure hazards are being identified, adequate mitigations are being applied and demonstration of safety priority at site. Ensure implementation of HSE plans seeking cost effective solutions integrated with HSSE&SP values.
– Accountable for team leadership, communication and engagement to aid successful project delivery.
– Single point accountability for Top Quartile (TQ) delivery as per project objectives, including design, procurement, fabrication, construction, installation, commissioning, start-up, and final handover acceptance.
– Accountable for FEED/EPC Contract management, compliance and performance.
– Actively identify and manage risks. Manage change to project plans and processes.
– Deliver all aspects of a project through direct reports and the matrix organisations.
– Supervise internal disciplines and supporting groups to bring a coordinated approach to HSSE, quality, cost and schedule expectations.
– Ensure consistency and control over the technical scope, project planning, contracting (and other) strategies and financial management of the project.
– Ensure that robust project execution plans are in place and delivered through the site management teams (construction, CSU).
– Maintain a close working relationship with all stakeholders including the Operations/Asset organisation.
– Ensure forecasting and reporting of capital funding is assured and accurate.

Experience and Qualifications required:

– University degree or equivalent in a technical discipline. Broad project front-end and execution skills with a thorough knowledge of business and project management (MBA or equivalent would be an advantage).
– More than 15 years experience in the oil & gas industry, of which circa 5 years experience in a lead position.
– Proven track record of successful delivery of projects in terms of cost, schedule and HSSE in challenging business environments. Professional Accreditation (e.g. PMI, APM) preferred.
– Fluent in written and spoken English with strong communication and influencing skills. Arabic written and spoken skills preferred.
– Demonstrated HSSE commitment and leadership. Capable of leading with high HSSEQ requirements and commitment to Goal Zero (no harm to people or environment).
– Strong people management skills, committed to learning and continuous improvement, coaching, mentoring, and motivating others to be successful. Skilled at delivering through others.
– Sound understanding of engineering, procurement and construction planning as well as budget, schedule and interface management for major project scopes in Green- and Brown-field environments.
– Solid understanding of management of change, risk management and project controls.
– Experience with transfer of knowledge and technology.
– A global mindset and perspective. Ability to influence and lead mixed dispersed teams of professionals with diverse backgrounds.
– Able to comprehend key external stakeholders needs and business drivers, including economic, political, environmental, and social issues.
